Bush to Seek Extension of AIDS Effort
President to ask for $30 Billion to Double US Contributionposted 5/30/07 By Michael A. Fletcher Washington Post Staff Writer Wednesday, May 30, 2007; A01 President Bush will call on Congress today to provide $30 billion toward battling the global AIDS crisis over the first five years after he leaves office, according to senior administration officials, a doubling of the current U.S. commitment. The increase in the President's Emergency Program for AIDS Relief (PEPFAR) would provide lifesaving treatment to 2.5 million people, administration officials said last night -- about 1.4 million more than the program now serves. The program's original five-year mandate, which provided for $15 billion in U.S. funding, will expire in September 2008. Bush's plan would extend that five more years. Bush will issue his request this afternoon, the officials said, during a Rose Garden ceremony in which he is scheduled to be joined by supporters and beneficiaries of the program, including a caregiver and an AIDS patient. The president will also announce that first lady Laura Bush will travel to Africa in late June and visit AIDS-related services funded by the program in Zambia, Mali, Mozambique and Senegal, officials said. Last week Rep. Betty McCollum (D-MN) introduced the U.S. Commitment to Global Child Survival Act of 2007. SCCS was at her district and DC offices the next day to say "thanks" for her leadership and her had work for children's health. As for her legislation? She started by stating that every year, over 10 million children under the age of 5 die from preventable and treatable diseases. 28,000 children die every day. Pneumonia, diarrhea, and complications during childbirth are leading causes of death. Yet, proven, cost-effective interventions can save the lives of millions of children per year. Immunization interventions still do not reach 30 million children, despite their success. Though 2 million children still die from diarrhea-related casues each year, oral rehydration therapy is a cheap and effective response and prevents 1 million such deaths each year. U.S. leadership can save lives. Between 1960 and 1990 a significant commitment of the US to reducing child mortality contributed to a 50% reduction in under-5 deaths. Despite this, funding for these vital programs has declined 20 percent in real terms since 1997. Congresswoman McCollum's U.S. Commitment to Global Child Survival Act of 2007 outlines a clear plan to restore US leadership in improving the health of mothers, newborns, and children. Look for ways to help in the fall when we support the Child Survival Act and all its sponsors. |
